Yes, you certainly can but the internal vaginal treatment or assessment will not be done.

2. I have already done Kegels exercises, how is pelvic physiotherapy any different?

Kegel exercises are helpful in some conditions, however, an assessment is necessary to determine if they are appropriate as they may make an existing hypertonicity (tightness) worse.
Also, a majority of patients do not do Kegel exercises correctly. A pelvic floor physiotherapist will ensure that you are doing the right exercises for your symptoms.
